The U.S. Supreme Court ruled that regulatory attempts by the Environmental Protection Agency (EPA) and U.S. Army Corps of Engineers to expand the scope of what are considered "waters of the United States" under the Clean Water Act was an overreach. This ruling affirms that the executive branch cannot promulgate regulations beyond the scope of law without consent from Congress.
