CITY OF SUNRISE: COVID-19 Emergency Assistance Program

City of Sunrise recently issued the following announcement.

Effective October 12, 2020, Redevelopment & Grants Division will be temporarily relocated to the Sunrise Civic Centre Art Gallery at 10610 West Oakland Park Boulevard.  Our contact numbers will remain the same.  

The City of Sunrise recognizes the impact that COVID-19 has had on its residents.   In support of our community, the City has created COVID-19 Emergency Assistance Programs to address the needs of its residents. The COVID-19 Residential Assistance Programs are detailed below:

Over the last few months, the City has funded multiple COVID-19 Residential Emergency Assistance Programs and will continue to update this website when additional funding becomes available through various resources. 

Funding Availability

An application window for the COVID-19 Residential Emergency Assistance Program funded through the Coronavirus Relief Fund (CRF) will re-open at 1:00 PM on Tuesday, December 15, 2020.  The City of Sunrise previously opened this program in October 2020, with a budget of $367,500.  At this time, the City has funded this program with an additional estimated budget of $220,500 and will accept applications to provide financial assistance to eligible City of Sunrise residents who have experienced a loss of income as a direct result of COVID-19.  

In addition, due to the continued financial impact of COVID-19, assistance limits have been expanded for both current and future applicants.  Please see below.  Applications will be accepted as long as funding is available or until 5:00 PM, Monday, December 28, 2020.  Below is a list of available assistance programs with the CRF funding.  Applications received prior to 1:00 PM on Tuesday, December 15, 2020 will not be considered. 

All current and future applicants will be processed on a first come, first qualified, first served basis, contingent upon funding availability.  Eligible expenses include unpaid rent, mortgage and utilities due on or after April 1, 2020 through December 30, 2020.  All payments made through this program must be processed for payment by January 31, 2021, the program deadline.  Therefore, all eligible expenses and associated bills/documentation must be received by the City on or before January 15, 2021.  If additional funding is available after applications are processed, the applicable program will be reopened. 

AVAILABLE ASSISTANCE PROGRAMS (Opening December 15, 2020)

  • Temporary Rent and/or Utility Payments

    The City will assist residents with up to 7 months of rent and/or utility assistance.  Rental assistance will be provided up to $11,700.  In addition, qualified applicants will be granted up to $2,300 of assistance for utility payments.  Utilities included within this program are water and sewer, electric and gas. 

  • Temporary Mortgage and/or Utility Payments

    The City will assist homeowners with up to 7 months of mortgage and/or utility assistance.  Mortgage assistance will be provided up to $11,700.  In addition, qualified applicants will be granted up to $2,300 of assistance for utility payments.  Utilities included within this program are water and sewer, electric and gas.

PREVIOUS ASSISTANCE PROGRAMS (Currently Closed)

The programs below have been funded with State Housing Initiative Programs (SHIP) and the first round of the Coronavirus Relief Fund (CRF).  These programs are currently closed.

  • Temporary Rent and/or Utility Payments

    The City will assist residents with up to 3 months of rent and/or utility assistance.  Rental assistance will be provided up to $5,000.  In addition, qualified applicants will be granted up to $1,000 of assistance for utility payments.  Utilities included within this program are water and sewage, electric and gas.

  • Temporary Mortgage and/or Utility Payments

    The City will assist homeowners with up to 3 months of mortgage and/or utility assistance.  Mortgage assistance will be provided up to $5,000.  In addition, qualified applicants will be granted up to $1,000 of assistance for utility payments.

The programs below have been funded with CARES funding received through Broward County.  These programs are currently closed.

  • Temporary Rent and/or Electric Utility Payments

    The City will assist residents with up to 7 months of rent and/or electric utility assistance.  Rental assistance will be provided up to $11,700.  In addition, qualified applicants will be granted up to $2,300 of assistance for electric bill payments.  Utilities included within this program are electric only.

  • Temporary Mortgage and/or Electric Utility Payments

    The City will assist homeowners with up to 7 months of mortgage and/or electric utility assistance.  Mortgage assistance will be provided up to $11,700.  In addition, qualified applicants will be granted up to $2,300 of assistance for electric bill payments.  Utilities included within this program are electric only.

ELIGIBILITY

Residents must meet the eligibility criteria specified below, complete an application for the program, and provide all required supporting documentation to determine household eligibility.

  • Must reside within the corporate City limits
  • Household gross annual income must not exceed current program guidelines
  • CARES Act, CRF & SHIP funded assistance programs require a household not exceed 120% of the Area Median Income
  • CDBG funded assistance programs require a household not exceed 80% Area Median Income
  • Must have a documentable loss of income directly due to COVID-19, including a reduction of hours, unemployment, or underemployment due to COVID-19
  • Utility bills provided must be in applicant’s name or a household member’s name
  • Must not receive duplicate benefits and must sign a Duplication of Benefits agreement with the City
Additional Requirements for Rent Assistance

  •  Lease must be in applicant’s name or a household member’s name
  •  Must be the applicant’s primary residence
Additional Requirements for Mortgage Assistance

  • Property must be registered in applicant’s name or a household member’s name
  • Mortgage must be in applicant’s name or a household member’s name
  • Property must have homesteaded exemption with the Broward County Property Appraisers' Office. Verification of this requirement is available at: https://bcpa.net/RecMenu.asp
PROGRAM APPLICATION PROCESS

The Community Development Department, Redevelopment and Grants Division, will be responsible for the COVID-19 Residential Emergency Assistance Program.  In order to participate, applicants must meet all eligibility requirements and complete the following steps.  Prior to application submission, please review the COVID-19 Emergency Assistance Program Frequently Asked Questions.

Existing CRF Applicants

Existing applicants will be required to complete an Eligibility Verification Update for CRF assistance to receive expanded assistance under the CRF funded COVID-19 Emergency Assistance Program.  City Staff will complete the verification with the help of each applicant.  Upon determination of current household eligibility, a revised Award Letter and Duplication of Benefits Agreement must be executed prior to the distribution of additional assistance.

New Existing CRF Applicants

  1. Applicants shall complete the COVID-19 Emergency Assistance Application Package.  Application Package must be filled out completely and contain the following forms:

    a. COVID-19 Emergency Assistance Program Application signed by all household members 18 years of age or over

    b.  Copy of Driver's License, government issued photo ID or Birth Certificate for all household members

    c. Self-Certification of Income Form - One Self-Certification of Income completed for each household member 18 years of age or over

    d.  W-9 Form for Landlord or Mortgage Lender - Optional for application submission.  Must be provided upon program approval for payment to landlord or mortgage lender

    Submit the completed application, including all supporting documentation to the City at the location listed below between the hours of 9:00 AM to 5:00 PM on Monday through Friday.  Please note the Redevelopment & Grants Division has been temporarily relocated to the address listed below.  City staff is available to notarize applications; all signatories must provide proper identification for notary.

    E-Mail Application Submission will be accepted after program opening and must be complete to be accepted.

    a.  Applications must be signed and contain all required documents as attachments.  Please note, photos of documents cannot be accepted.

    b.  Within 2 business days, the original signed application and notarized documents must be delivered to the City of Sunrise Community Development Department, Redevelopment & Grants Division.  This can be done by mail or in person to the address above.

  2. City staff will process the application for eligibility on a first come, first qualified, first served basis.  If applicant household is eligible and funds are available, the applicant will be asked to sign an income certification and a Duplication of Benefits agreement.  City staff will notify the resident of application status, once it has been reviewed.

  3. City staff will coordinate payment directly to the applicant’s landlord, mortgage lender, and/or utility company as applicable. For rent or mortgage assistance, applicant will be responsible for obtaining the W-9 from their landlord or lender and supplying it to the City.  This is required for payment processing.  In order to process payment to an applicant’s landlord, mortgage lender, and utility agencies, all required documentation must be received on or before January 15, 2021.  Eligible payments include unpaid rent, mortgage and utilities due on or after April 1, 2020 through December 30, 2020. 
The City is committed to assisting our residents and will be working diligently on processing all applications efficiently, in a first come, first qualified, first served order. Eligible expenses include unpaid rent, mortgage and utilities due on or after April 1, 2020 through December 30, 2020.  All payments made through this program, must be processed for payment by January 31, 2021, the program deadline.  Therefore, all eligible expenses and associated bills/documentation must be received by the City on or before January 15, 2021.  If additional funding is available after applications are processed, the applicable program will be reopened.
