Monroe County announced on Apr. 16 that July 13, 2026 is the closing date for the final Rate of Growth Ordinance (ROGO) quarter available to be eligible for a ROGO allocation from the current pool of market rate allocations. Residents in unincorporated Monroe County who wish to construct new residential dwelling units must submit building permit applications no later than June 12, which is 30 days before the ROGO deadline. These applications must pass all required permit reviews and include a complete ROGO application before July 13 to compete for the current pool of market rate allocations.
The county said this process does not apply to building permit applications related to repair or replacement of existing dwelling units. Additionally, new and expanded nonresidential development can continue requesting NROGO floor area from existing NROGO banks after this date. The county also noted that applying for a ROGO does not guarantee an allocation during this quarter.
Officials are currently amending Monroe County’s Comprehensive Plan and Land Development Code to accept and distribute a new pool of 657 ROGO allocations authorized by Chapter 2023-17, Laws of Florida, as confirmed by the Administration Commission and State Land Planning Agency last December. Building permit applications submitted after June 12, 2026 will still be accepted and reviewed; however, applicants will have to wait until the start of a new allocation period under the revised ordinance before submitting their ROGO application forms. Reviewed permits will be held until then.
The next expected allocation period is set for July 13, 2027 but depends on completion of at least three pending public hearings prior to adoption as well as approval by the State Department of Commerce. The county plans ongoing updates regarding these Comprehensive Plan amendments and details about future application processes once they become available.
