Five individuals from Jacksonville have pleaded guilty to charges related to a drug trafficking organization accused of distributing large quantities of fentanyl and methamphetamine. The U.S. Attorney’s Office for the Middle District of Florida announced that Aaron Jarvis McGhee, Shikita Lashelle James, Johnny Angelo Pack, Natra Antonio Jones, and Bobby Warren Harvey, Jr., admitted to conspiring to distribute more than 400 grams of fentanyl. In addition, James, Pack, Jones, and Harvey pleaded guilty to possession with intent to distribute fentanyl or methamphetamine.
Each defendant faces a minimum sentence of 10 years in federal prison. Sentencing hearings for McGhee, James, Pack, and Harvey are scheduled for December 11, 2025. A date for Jones’s sentencing has not yet been set.
According to court documents, the group operated in 2022 and 2023 by purchasing drugs from sources in Mexico and transporting them through Houston to Jacksonville. While serving time in federal prison on a prior conviction, McGhee used a contraband cellphone to coordinate transactions that involved shipping drugs across the southern border into Texas. Pack then transported these shipments back to Florida.
Once in Jacksonville, Pack delivered drugs to residences belonging to James. She stored and distributed them to retail dealers operating in Duval and Clay Counties. Jones and Harvey worked as runners who moved drugs and proceeds within Jacksonville.
Investigators reported that members of the organization regularly flew between Jacksonville and Houston during April and May 2023. On April 28, agents saw James drop off Jones and Harvey at the airport as they traveled to Houston with checked luggage. Authorities seized four bags after obtaining search warrants; inside Jones’s suitcases was $399,800 in cash while Harvey’s contained about five kilograms of fentanyl along with $373,980.
Further searches were conducted on May 16 at two residences linked to James in Jacksonville. Law enforcement recovered about $824,909 in cash along with approximately 6.7 kilograms of fentanyl, 4.4 kilograms of methamphetamine, one kilogram of heroin, and five loaded firearms from one house. At the second location they found about $28,000 in cash, roughly 5.4 kilograms of methamphetamine, and four loaded firearms.
The investigation was led by the Drug Enforcement Administration working alongside the Jacksonville Sheriff’s Office. Assistant United States Attorneys Kirwinn Mike and Elisibeth Adams are prosecuting the case.
